Katie O’Brien


Katie joined the Davis Advocates in 2016, after working in the Texas Senate for more than six years. As a Dallas native, she’s committed to building personal and professional roots in her hometown.

Katie represents clients through The Davis Advocates as a public policy and community relations consultant. She helps clients navigate the legislative processes at the local and state level, and provides services like policy oversight, board management, fund development, and community relations.

In the Texas Legislature, Katie served as a Senior Policy Analyst for Senator Kirk Watson from Austin.  She developed strong relationships and policy depth in issues such as public and higher education, state finance, insurance, redistricting, and pensions. She is knowledgeable about public school finance and the Texas budget. Katie represented the Senator with constituents, advocates, legislative offices, and state agency staff.

Katie has experience working in the non-profit environment – as a Volunteer Coordinator at Cabrini Green Legal Aid in Chicago, a Program Coordinator at Boston College, and an Independent Evaluator for the Appleseed Foundation. She also worked for the Greater Austin Chamber of Commerce, producing policy collateral and research for regional business members. 

She’s a graduate of Boston College and the LBJ School of Public Affairs at UT Austin. She’s involved in her kids’ schools and their church community in Dallas. Katie participated in several leadership programs, including Leadership Austin, UpClose Austin ISD, and Americorps. She volunteered as a tutor and mentor with Communities in Schools of Central Texas.As a young woman, Katie was a member of the City of Dallas Youth Commission.

Katie, her husband, and their three children enjoy living in Dallas where you can find them at high school football games, White Rock Lake, or a local taco spot.
