Jay joined the Davis Advocates in 2015 as Executive Vice President of Government Relations.  He leads the legislative advocacy efforts for the firm, focusing on economic, transportation, natural resources, healthcare and other business-related policy issues. Jay also advocates for clients on local levels throughout the region at both the city and county levels.

Prior to joining the Davis Advocates, Jay led the Dallas Regional Chamber’s public policy efforts for more than nine years.  He was responsible for working with North Texas business leaders and other volunteers to develop and advocate for policy positions that impacted the regional business community. Jay represented the interests and policy positions of the DRC to elected officials and their staff for all levels of government.

Additionally, Jay worked for the Dallas Area Rapid Transit Authority (DART) for 12 years in public affairs.  He was part of the team that brought light rail to the Dallas area in the late 1990s. Additionally, he played a significant role in the agency’s successful bid for $700 million in federal funds for construction of the Green Line light rail project which opened in December 2010.

Jay also previously served as Mayor and Councilmember for the City of Waxahachie. During his tenure on the city council, Waxahachie experienced rapid population growth and commercial development. Jay spent countless hours working to represent his constituents as the city dealt with important issues related to growth.  Jay remains active in his community serving on the executive board of the Boy Scouts of America’s Circle Ten Council and as a Waxahachie Foundation board member.

Jay was raised in Midlothian, Texas, and is a graduate of Texas State University with a degree in Business Administration.  He currently resides in Waxahachie, Texas, with his wife, Monique, a registered nurse and manager in the Neonatal ICU at Parkland Memorial Hospital. Both of their children are students at the University of Alabama.
